Since September 2004, the California HealthCare Foundation (CHCF) and the Center for Governmental Studies (CGS) have worked together to create a non-partisan resource that voters and the media can use to track and evaluate health care-related ballot measures in California.

Propositions affecting health care have appeared often in recent California elections. In the last four years alone, voters have made decisions about tobacco taxes, children's hospitals, mental health care, prescription drugs, emergency services, parental notification, stem cell research, and health insurance.

With so many important decisions on the ballot, CGS and CHCF seek to clarify the issues. We offer information and unbiased analysis about each measure, an overview and analysis of California's ballot measure process, and articles about the progress of health ballot measures that voters have approved since 2004.

The California HealthCare Foundation is an independent philanthropy committed to improving the way health care is delivered and financed in California, and helping consumers make informed health care and coverage decisions. Formed in 1996, our goal is to ensure that all Californians have access to affordable, quality health care.

CHCF commissions research and analysis, publishes and disseminates information, convenes stakeholders, and funds development of programs and models aimed at improving the health care delivery and financing systems.
