Types of Direct Democracy

  1. An initiative is a ballot measure that enacts a statute or constitutional amendment if approved by the voters. In order to appear on the ballot, the initiative must obtain a certain number of valid signatures of registered voters. A simple majority of those voting on the measure is needed to enact initiatives.

  2. A referendum is a ballot measure challenging legislation that has been enacted by the legislature and signed by the governor. A referendum petition must qualify within 90 days of the legislation being enacted.

  3. A recall is a ballot measure that calls for the removal of an elected candidate.
