How Prop. 67 Revenues Would Be Distributed
Revenues from the additional 3 percent telephone surcharge would be deposited into a new 911 Emergency and Trauma Care Fund. Specified agencies could spend the funds without appropriation by the legislature, as shown below:
- The 911 Account (0.75 percent of the new revenue). For improvements to 911 telephone service. The Department of General Services would administer and distribute funds to state and local agencies.
- Emergency and Trauma First Responders Account (3.75 percent). For apprenticeship training and related equipment for firefighters, paramedics, and first responders. Administered by the Office of the State Fire Marshal.
- Community Clinics Urgent Care Account (5 percent). For nonprofit clinics providing urgent care services to the uninsured. Administered by Office of Statewide Health Planning and Development.
- The Emergency and Trauma Physician Uninsured Account (30.5 percent). To reimburse claims filed by physicians not employed by hospitals and who provide uncompensated emergency services. Administered by Department of Health Services (DHS).
- The Emergency and Trauma Hospital Services Account (60 percent). To reimburse hospitals for uncompensated emergency and trauma care. Administered by DHS.
