MoneyWatch: Campaign Contributions and Expenditures For and Against Props. 85 and 86

Summary Analysis

A total of $93.3 million was collected for and against Props. 85 and 86, and expenditures for and against both measures amounted to $93.2 million.

Of the $93.3 million contributed for and against these measures, $82.5 million, or 88 percent, came from ten sources (see the top ten list below). Only 18 percent of that $82.5 million was from in-state sources, while 82 percent came from out-of-state sources. Nearly all that money, or 97 percent, was from organizations, while three percent came from only one individual, Prop. 85 proponent and San Diego publisher James Holman.

By far the largest contributions for and against these measures came from tobacco companies Philip Morris and R.J. Reynolds, both of which opposed Prop. 86. Together, these two companies’ contributions accounted for 65 percent of all contributions for and against Props. 85 and 86—and a full 74 percent of all contributions for and against Prop. 86 alone.

Television ads about both measures appeared throughout the election season, but the Prop. 86 campaign was significantly more active. Opponents of the measure outspent proponents by a margin of four to one, spending $30.3 million to air their ads 17,146 times in California’s top five media markets, including Los Angeles, San Francisco, San Diego, Sacramento, and Fresno. Supporters ran a smaller TV advertising campaign, airing their ads 6,477 times for a total of $7.3 million. Prop. 85 proponents aired no ads, while opponents aired one ad 183 times for a total of $630,144.
