Prop. 86 supporters, which were mostly health-related organizations, received $15.5 million in contributions and spent $16.2 million. Opponents, most of which were either tobacco companies or groups sponsored by them, collected $65.6 million and spent $66.3 million.
Of the $82.1 million contributed for and against Prop. 86, the vast majority, $80.4 million, came from ten sources (see the top ten list below). Only 15 percent of that $80.4 million came from in-state sources, while the remaining 85 percent came from out-of-state. All of the top ten contributors are organizations rather than individuals.
Prop. 86 opponents got an early start on their advertising campaign, launching their first ads over two months before the November election. Opponents spent $30.3 million airing their ads 17,146 times in California’s top five media markets, including Los Angeles, San Francisco, San Diego, Sacramento, and Fresno. Proponents launched a smaller TV advertising campaign in these markets, spending $7.3 million to air their ads 6,477 times in Los Angeles, San Francisco, San Diego, and Sacramento.
