Prop. 85 backers collected a total of $4.4 million in contributions and spent $3.8 million. About half of these expenditures went toward qualifying the measure for the ballot. Opponents collected and spent $6.9 million. Much of this money paid for television air time, ad production, polling, and campaign consulting.
Of the $11.2 million contributed for and against Prop. 85, $6.9 million, or 62%, came from ten sources (see the top ten list below). All of the top ten contributors were from California. Fifty-six percent of all donations from the top ten contributors came from organizations, while the rest, 44 percent, came from only two people: San Diego publisher James Holman and winemaker and former California Assembly member Don Sebastiani.
Prop. 85 ads did not begin airing until just a few weeks before the election, when opponents launched their first ad. That ad aired 183 times in three of California’s top five media markets (Los Angeles, San Francisco, and San Diego) for an estimated $630,144. No other TV ads aired for or against the initiative.
