Summary Analysis

Governor Schwarzenegger's California Dream Team and a coalition of supporters of Props. 1A, 1B, 1C, 1D, 1E, and 1F raised $15.5 million. We estimate that about $2.5 million of the $15.5 million was in support of Proposition 1E (Mental Health Services Funding). The opponents of Prop. 1E joined with the opponents of Prop. 1D and raised $825,000 with an estimated $340,000 used to oppose Prop. 1E.

Supporters of Prop. 1E have spent more than $15.5 million on a coordinated campaign in support of Props. 1A through 1F with almost all expenditures going toward campaign consultants, strategists, legal services and media. We estimate that about $2.9 million was spent in support of Prop. 1E. Opponents of Prop. 1E spent about $283,000 on polling and survey research, legal services, consultants and campaign literature.
